Yes. Under the updated Housing Law, foreign individuals holding a valid entry visa can legally purchase and own detached residential houses and villas, provided they are located within approved commercial housing projects. However, because all land in Vietnam is collectively owned by the people and managed by the State, outright land freehold titles do not exist. Foreigners own 100% of the physical villa structure paired with a secure long-term 50-year land-use leasehold right, which is officially eligible for extension.

To maintain strict market balance, the government enforces specific quantitative caps on landed properties. Collectively, foreign nationals are limited to owning a maximum of 250 separate houses or villas within a single administrative area equivalent to a ward. Furthermore, inside any individual master-planned residential housing development project, foreign ownership cannot exceed 10% of the total number of landed units in that specific project.

The “Pink Book” is the official government-issued Certificate of Land Use Rights and Ownership of Houses and Assets. To guarantee your project’s eligibility for a Pink Book, due diligence must verify that the villa is located within an approved commercial area and has not exceeded its foreign quota limits. Crucially, Vietnamese law strictly mandates that all financial transactions for the purchase or transfer of residential property must be processed transparently through a licensed credit institution operating inside Vietnam.
