Foreign ownership is well-regulated and highly secure under the 2010 Foreign Ownership Law. International buyers have three main pathways:

  • Strata Title (Condominiums): Foreigners can own 100% freehold condo units directly under their own name, provided the unit is above the ground floor and total foreign ownership in the building stays under 70%.

  • Long-Term Leaseholds: For landed houses, townhouses, or raw land, foreigners can secure renewable lease agreements lasting from 15 up to 50 years.

  • Trust Structures: Under Cambodia’s modern Trust Law, foreigners can safely buy and manage landed property or villas through a licensed trustee company.

  • Phnom Penh: The capital and economic engine. It is the absolute center for luxury high-rise condos, corporate offices, and premium expat neighborhoods like BKK1.

  • Siem Reap: The cultural heart, home to Angkor Wat. It attracts wellness enthusiasts, boutique hotel investors, and expats looking for low-rise colonial homes or smart-city developments.

  • Sihanoukville & The Islands: The coastal gateway, heavily focused on deep-water maritime logistics, manufacturing, and beachfront condominium complexes.

  • Kampot & Kep: Charming riverside and coastal towns famous for their relaxed atmosphere, eco-villas, and French colonial heritage architecture, popular with retirees.

  • For Buying: Property transfers are subject to a 4% stamp duty tax on the officially assessed market value. New off-plan developments also carry a standard 10% VAT. Condo management fees (CAM fees) generally range from $0.50 to $1 per square meter monthly.

  • For Selling: Starting in 2026, transfers of ownership are subject to a 20% capital gains tax on the net profit.

  • For Renting: Residential lease agreements usually require a 1-year minimum commitment with a refundable deposit of 1 to 2 months’ rent upfront.
